Comment:

Hilton Township’s total operating costs for general government support totalled $91,126. (18.5% of the total municipal operating costs of $492,429).

The reduction in operating costs over the Year 2000 is the result of two items: 1) In the Year 2000 we were invoiced for three years of legal services 2) In the Year 2000 we incurred significant miscellaneous costs associated with the disposal of surplus land.

Comment:

The Township of Hilton and the Village of Hilton Beach jointly own and operate the fire department. All revenue and costs are shared equally. The department is comprised of volunteer firefighters.

The total operating costs for the Year 2001 was $18,369. This figure is divided in half to represent the actual cost of fire services for Hilton Township.

The results of the above calculation mean that if your property was assessed at $100,000, your annual tax bill would include costs of approximately $29.00 to cover the operational fire costs. This is a $1.00 increase over the Year 2000.

The total number of households includes seasonal and permanent residences.

The Policing costs for the Year 2001 include a credit of $2,500 that was actually applicable to the Year 2000.

Comment:

Twelve crimes were reported within the Township of Hilton, which has a population of only 250. The result has been adjusted accordingly to represent crimes per 1000 people.

This measure is reported where the population is less than 100,000.

Comment:

Hilton Township’s operating costs for the Year 2001 for winter and summer maintenance of 10.8 km double lanes of paved roads was $7,266.

These operating costs do not include those costs associated with contract work performed by our Roads Department (ie. Village of Hilton Beach).

A breakdown of costs for maintenance on paved roads was not part of the Year 2000 reporting schedules.

Factors such as significant fuel cost fluctuations; excessive snowfall; wind and rain storms can have a dramatic impact on costs from year to year.

Comment:

Hilton Township’s operating costs for the Year 2001 for winter and summer maintenance of 41.2 km double lanes of unpaved roads was $35,036. These operating costs do not include those costs associated with contract work performed by our Roads Department (ie. Village of Hilton Beach). A breakdown of costs for maintenance on unpaved roads was not part of the Year 2000 reporting schedules.

Comment:

Hilton Township’s operating costs for the Year 2001 for winter maintenance of 40 km of double lanes of roads was $17,080.

Factors such as significant fuel cost fluctuations; excessive snowfall; wind and freezing rain storms can have a dramatic impact on costs from year to year.

In comparison to the Year 2000, costs were reduced by $70/per km. This was largely due to the easier winter our area experienced in 2001.

Comment:

The 4 km of double lane paved roads that we do not consider to be in good to very good condition are roads that were paved many years ago. Reconditioning these roads to bring them up to municipal standards involves significant costs that will need to be phased over the next several years.

Comment:

Our municipality has not adopted a winter plan specifying standards to be met. Following any significant snowfall, the Road Superintendent’s first efforts are directed at ensuring the school bus routes are clear. Following that, all other winter maintained roads are brought to a safe and passable state.

Solid Waste

Waste programs divert garbage from landfills and incinerators.

Comment:

Recycling is a new service offered to our residents since June 2001. The operation is run jointly with several neighbouring municipalities. Each municipality pays an equal share regardless of the size of their population. The above figure has been adjusted to estimate a full year’s results, based on the actual six month calculations. If the tonnage figures are used, Hilton Township diverted 7.4 tonnes of solid waste at a cost of $167 per tonne.

This measure is reported by municipalities which are responsible for solid waste diversion.

This measure is optional for municipalities with integrated solid waste management systems.

A municipality is required to report result in total tonnes. If tonnage figure is unavailable, the household numbers may be used.
