Regular Council Meeting
April 9, 2002
Council met in the Meeting
Room of the Municipal Building on the above date. Present were Reeve Rod
Wood and Councillors Annette Fischer, Pat Garside, David Leask and Jim
See. Lyn Garside, Road Superintendent, attended as well.

Resolved that we do approve the Minutes
of the meeting of March 13, 2002, as presented.
A public meeting had been scheduled to
address a request by the owners of Lots 26, 27 and 28, Plan M-261, Haight
Road, to reduce the side yard building setbacks to allow for the
construction of a home that would cross the lot lines.

No one attended the public meeting to
speak either for or against the proposed amendment. The Clerk confirmed
that no calls or written objections had been received by those individuals
notified.

and buildings on Lots 26 and 27, Plan M-261, Township of Hilton.
A draft by-law addressing changes
regarding entrance permits was reviewed by council members. A great deal
of discussion took place and the following points were agreed upon. The
by-law suggested entrances be separated into different categories with
stringent conditions attached to each. Categories include: Permanent
Residential (identified by bearing a civic address number); Permanent
Utility; Permanent Utility (Commercial Use); Temporary
Access. A standard fee of $200 applies to each of the ‘permanent’
entrance permits and a $100 fee for ‘temporary’ permits. Permanent
entrances will involve ongoing monitoring by the Road Superintendent to
alleviate any future road problems, hence, the increased fee over
temporary. Depending on the proposed use of an entrance, a ‘deposit’
may also be required. Both Permanent Residential and Permanent Utility
are designed for the personal use of the owner and not for the commercial
export of any product (exemptions include registered gravel pits, retail
stores or properties zoned Commercial, Industrial or Farmland). Commercial
export is, however, permitted with either of these entrances provided the
required $1000 deposit is submitted to the municipal office prior to such
use being carried out. The deposit will be completely refunded provided no
damage occurs to the road or ditch. Permanent Utility (Commercial Use)
entrances require the $1000 deposit at the time the permit is issued along
with the standard fee. Temporary Access permits can be obtained for
personal or commercial use for a temporary period not exceeding one year.
If the proposed use includes commercial export, the $1000 deposit will be
required in addition to the $100 permit fee. A maximum of two permanent
entrance permits will be allowed per lot and can include one residential
and one utility or two utility. It should be noted that a second permanent
entrance can be denied if it is deemed unnecessary by the Road
Superintendent. The number of temporary entrances will be determined
according to site conditions. A change to the fine structure resolved that
a $1000 fine be instituted. The Clerk was asked to make the necessary
changes and council would re-address the by-law at its next regular
council meeting.

Resolved that we do authorize Lyndon
Garside, Road Superintendent, to attend a course on Soils and Pavements,
to be held May 6 – 8, 2002, at the C.S. Anderson Road School in Guelph,
Ontario.
Information was received on the 2002
Annual FONOM/NEOMC to be held in New Liskeard, Ontario next month. The
three day conference will include sessions on the new Municipal Act coming
into effect January, 2003; Municipal Finance Issues such as the Community
Reinvestment Fund and Assessment updates; Municipal Emergency Planning and
Preparedness as well as presentations from a number of Ministers.

Resolved that we do authorize Annette
Fischer, Councillor, to attend the annual FONOM/NEOMC to be held May 8 –
10, 2002, in New Liskeard, Ontario. If unable to attend, Dave Leask,
Councillor, is authorized to attend in her place.
Council reviewed the proposed 2002 budget
for the St. Joseph Island Planning Board. The budget includes an
expenditure of $45,000 which will cover the mapping costs involved with
the new Official Plan.
A public meeting is to be held on Monday,
April 22, 2002 at 7:30 p.m. in the St. Joseph Township Administration
Building (1669 Arthur Street). The meeting is being held by the four
councils on the Island to consider a proposed amendment to the Official
Plan. The amendment would revise the rural severance policies.
Dates for the annual joint meetings with
the Village of Hilton Beach and the four Island councils were confirmed
for April 17th and April 24th, respectively.
Councillor Annette Fischer agreed to
attend the Annual Meeting for the Algoma District Services Administration
Board to be held on April 25, 2002 in Little Rapids.
Correspondence was received from the
Township of Tarbutt providing an update on the recycling project. Area
residents have been commended for adhering to the rules for disposal as
well as the avid use made of the system. A combined total of 79 tonnes of
newspaper, cardboard, tin and glass was deposited for the period July to
December 2001.

Resolved that we do approve the payment
of Township bills for the month of March 2002 in the amount of $148,060.75
as per Voucher No. 03-02. The bills were made up of the following:
Administration - $3,984.08; Algoma District School Board - $30,044.10;
Algoma District Services Administration - $69,313.88; Algoma District
Homes for Aged - $995.45; Algoma Health Unit - $3,218.00; Building -
$391.33; Dump - $5131.24; ; Fire - $932.24; Insurance - $20,791.30;
Miscellaneous - $2,961.31; Policing - $5,556.00; Recreation - $219.69;
Roads - $4,522.13.
