Joint Council Meeting

Hilton Township / Incorporated Village of Hilton Beach

April 17, 2002

Councils from both municipalities met at the Hilton Community Hall. Present for the Township were Reeve Rod Wood and Councillors Annette Fischer, Pat Garside, David Leask and Jim See. Present for the Village were Reeve Jack Hore and Councillors Lavera Crack, Bob Hope, Wilfred Stevens and Jane Sullivan.

Reeve Rod Wood called the meeting to order at 7:40 p.m.

The budget for the Hilton Union Fire Department was the first item discussed. The proposed budget included a transfer of $2500 from the Equipment Reserve Fund to cover our share of the cost of a compressor. The purchase is to be jointly funded by the three Island fire departments under the Northern Capital Assistance Grant and housed at the Jocelyn Fire Department. The levy from the two municipalities remained the same as last year. When reviewing the expenditures it was noted that Chief Books had requested his monthly ‘wage’ be decreased slightly in an effort to increase the honorariums paid to the volunteers. Councillors agreed that the honorarium be increased but not at the personal expense of the Chief. It was recommended that the honorarium be increased from $2200 to $2500 and that the Chief and Deputy Chiefs’ monthly wages be increased by $15 and $10, respectively. A significant change involved a $2000 allotment for hydrant maintenance, intended partially to offset the costs charged under the OCWA contract. The training allowance was doubled in anticipation of attracting new fire fighters as well as acknowledging the increased expectations from the volunteers.

Resolved that we do approve the Fire Board Budget as amended.

The Library Board Budget was presented by Councillor Lavera Crack. This year’s budget results in an increase of approximately $600 to each municipality. The increase is due to higher insurance costs; the Internet connection service; and a well-deserved, long-overdue wage increase for the librarian. Residents are reminded that once they’ve finished that hard-to-put-down best seller, the library would welcome it as a donation to their collection. Tracy Stevens, Library Chair invites all residents to join them for a Tea and Display of Handcrafts celebration and fundraiser on Saturday, June 1, 2002, from 1:00 – 4:00 p.m. at the Hilton Community Centre. Thanks and appreciation from the Councils of both municipalities to the Library Board and Staff for another year of great service and accomplishments!

Resolved to approve the Hilton Union Library Board Budget as presented.

The Landfill Statement was reviewed and it was noted costs were down slightly from last year. The Township’s purchase of an excavator was discussed and it was suggested it might play a positive role in improving conditions at the disposal site. Summer hours are now in effect: Wednesday, Saturday, Sunday from noon till 7:00 p.m.

Another topic discussed included the reduction of road salt on Highway 548 by the Ministry of Transportation. It was suggested this item be placed on the agenda when the four Island councils meet.
