Municipal Council Minutes

Date: February 6, 2003

No. 003

The regular meeting of Council was held on February 6th at the Jocelyn Township Office. In attendance were Reeve Micheline Yandeau, Councillors Mavis Chisholm, David Bates, Ron Wierzbicki, and Bob Lailey. Also in attendance was the Clerk and a member of the press.

03 - 18 Moved by Mavis Chisholm Seconded by Ron Wierzbicki

Resolved that we do call this regular meeting of Council to order at 7:05 p.m.

03 - 19 Moved by Bob Lailey Seconded by Ron Wierzbicki

Resolved that we do approve the minutes of January 9th and January 14th, 2003 as presented. Cd.

Recreation and Township vouchers were presented for payment.

03 - 20 Moved by David Bates Seconded by Bob Lailey

Resolved that we approve Recreation Voucher 2003-01 in the amount of $620.53 paid from Recreation funds. Cd.

03 - 21 Moved by Ron Wierzbicki Seconded by Mavis Chisholm

Resolved that we approve Township Voucher 2003-01 in the amount of $43,515.35 Admin Expenses - $1,198.13, Fire Dept. - $2037.05, Insurance costs - $21,092.28, Landfill - $711.00, Roads - $8,116.19, Parks Capital - $590.00, Wages and Benefits - $9,770.70).

Cd.

Randy Gardner, Roads Project Supervisor was in attendance to discuss road matters.

By-law 2003-995 was passed giving roads staff the authority to temporarily close roads in the event of emergencies.

Resolved that we do give first and second reading to By-Law No 2003-995, being a by-law to authorize the temporary closing of highways.

Resolved that we give third and final reading to By-Law No. 2003-995, being a by-law to authorize the temporary closing of highways.

Training for roads personnel was discussed and the following resolution was passed.

Resolved that we do send Randy Gardner to the Roads Maintenance Course in Guelph. Ontario in May 2003. Cd.

The 2003 amalgamated tender was discussed and the following resolution was passed.

Resolved that we do participate in the Amalgamated Tender and request the following:

*14 8 foot u-flange posts

*14 4 foot u-flange posts

*14 – join hardware

*14 – sign hardware

*400 – 7 foot 1"X1" galvanized delineation posts for civic addressing signs with 2 5/16 holes drilled 3 ½ "oc with nuts and bolts

*400 - civic addressing signs double sided numbering

*1.5 km surface treatment

* 1 - 7 foot narrow tooth ice blade

*14- curve signs

*6 cases of 8.5 X 11 copy paper

Cd.

The Road Classification By-law was discussed. The need to have speed limits on several roads was addressed. Such speed limits alter the classification, and would improve safety and review of this by-law would be completed and submitted for passing in March, 2003.

Committee updates were provided.

Several items of correspondence were received including request for membership from the Federation of Northern Ontario Municipalities and the Algoma District Municipal Association.

The 2003 Interim Tax Levy By-law was passed. Tax Bills will be sent out the first week of March and will be due March 31, 2003.

Resolved that we give first and second reading to By-Law No. 2003-996, being a by-law to provide for an interim tax levy and provide for the payment of taxes and to provide for penalty and interest of 1.25 percent.

Resolved that we give third and final reading to By-Law No. 2003-996, being a by-law to provide for an interim tax levy and provide for the payment of taxes and to provide for penalty and interest of 1.25 percent.

The following by-law, which confirms the proceedings of Council meetings and authorizes staff to take action as directed, was passed. This by-law will be passed at the end of each Council meeting.

Resolved that we do give first and second reading to By-Law No. 2003-997, being a by-law of the Corporation of the Township of Jocelyn to confirm the proceedings of the meeting of Council held on February 6th, 2003.

Resolved that we do give third and final reading to By-Law No. 2003-997, being a by-law of the Corporation of the Township of Jocelyn to confirm the proceedings of the meeting of Council held on February 6th, 2003.

Resolved that we do adjourn at 10:30 p.m. and agree to meet again March 6th, 2003 or at the call of the Reeve. Cd.
